رفعت مؤسسة وجود للأمن الإنساني في مدينة عدن الساحلية ،جنوب اليمن، رسالة عاجلة إلى مؤتمر الأمم المتحدة المنعقد حاليا في نيويورك.
وهذه هي نص الرسالة إلى المجتمعين ..
إدراكا من أهمية فعالية الحدث الكبير في تنظيم مؤتمر قمة الأمم المتحدة لاعتماد جدول أعمال التنمية لما بعد عام 2015المزمع عقده في نيويورك أواخر شهر سبتمبر الجاري، واعتذارنا نظراً للظروف الشديدة جراء الحرب في اليمن - عدن والتي استحالت دون مقدرتنا على التسجيل للمشاركة فيه، ومع ذلك فإننا وحرصاً من اهتمامنا في توصيل صوتنا كمنظمة مجتمع مدني يعنيها ذلك الأمر وتهتم كثيراً له، قد يكون مواتيا لتقديم هذه الرسالة لتحمل مناقشتنا وعرض الأفكار حوله باعتباره يشكل معملاً حيوياً لصنع واتخاذ العديد من القرارات الهامة ليس فقط فيما يتعلق بالتنمية فحسب، ولكن من وجهة نظرنا أيضا بمثابة فرصة للتأكيد على إدراج قضايا الأمن الإنساني بكافة أبعاده كأولوية عالمية في هذا أجندة هذا الاجتماع على حد سواء من أجل التفكير باهتمام الى إعادة تهيئة البيئة الآمنة لعمليات التنمية المستدامة فضلا عن بحث ومراجعة كل التهديدات والأخطار التي من شأنها أن تؤثر في مدى تحقيقها. إننا اليوم إذ نتابع بقلق بالغ مسار ما وصلت إليه الأوضاع الإنسانية وما ينتشر حولها من أجواء للعنف والحرب جعلت من تغليب عمليات الإغاثة والمساعدات الإنسانية بتفوق متضخم على عمليات التنمية وأهدافها من أجل تلبية الحقوق والاحتياجات الأساسية والحصول على الخدمات الإنسانية الضرورية للمجاميع المتزايدة المتأثرة والذي تحتاج لتوفير فرصة لها في مثل هذا الحدث العالمي.كما إننا ننظر بذات القلق لتفشي هذا العنف والحروب التي تجعلنا نفتقد معها الى بيئة الأمن والسلام، لأن خطر الأجواء والظروف التي يمكن من خلالها العمل على التنمية وتطبيقها وتحقيق أهدافها اليوم الحاضر وما يليه من مستقبل أصبحت أشد من الأمس/ الماضي الذي جاءت منه ووجدت فيه التنمية.أن ربط هذه الحقائق مع التفكير والانشغال بها في خلق تغيير ايجابي ودائم يتطلب ملامسة الواقع وتحمل المسئولية تجاهها.من اجل هذه الأسباب نحث بان :- تركز القمة على جدول أعمال التنمية لما بعد عام 2015., من خلال السياق العام والظروف الحالية والمربكة للأمن والسلام، يجب ان نفهم المخاطر والتهديدات الموجودة مسبقا كخطر الإرهاب وانتشار الحروب والنزاعات المسلحة في ظل الأوضاع الراهنة وتعطى الأولوية لتأثيرها و سيطرتها على ضعف تحقق الأهداف الإنمائية الثمانية خاصة في اليمن وكذلك لتجنب استمرار تأثيرها مستقبلي لما بعد 2015 .- أن تدخل الأمم المتحدة في حوارات تقود بها حماية حقوق الإنسان ضمن مجموعة العوامل الكامنة وراء تعقيدات التنمية لما بعد 2015.- تقوية القضايا المطروحة في الوقاية والحماية والتدخلات التنموية في أطر للأمن والسلام باعتبارها قضايا حاسمة لتعزيز مسئولية والتزامات الحكومات وعلى صعيد الشراكة الدولية.- من المهم جدا التأكيد على الاهتمام بقضايا المرأة وحقوقها الإنسانية والظروف المحيطة والعوامل التي أدت/ أو تؤدي إليه، ديناميكيات ببيئة الأمن والسلام ولمتغيراتها في التنمية.- أن تكون عرض مشكلة المواقف المتباينة بوضوح على الطاولة فيما يخص العلاقات الدولية وما يجب معالجتها في السياسات الخارجية لما يتعلق بالأهداف الإنمائية لما بعد 2015.- اليوم مشكلة اللاجئين والمهاجرين باتت أكبر مهدد للأمن الإنساني وإن أي عملية تنمية قادمة ستؤخذ الحيز الأوسع منها في جانب الإغاثة والمساعدات الإنسانية في إنقاذ حياة الإنسان من الموت عوضاً عن بناء الإنسان كما في الأهداف الإنمائية لما بعد 2015. من خلال هذا نجذب انتباهكم لهذه المخاوف, ونحن نقدم رسالتنا هذه ضمن مجهودكم الذي تقومون به. مها عوضمؤسسة وجود للأمن الإنسانياليمن- عدن
Letter of the UN Summit Conference to adopt the post-2015 Development Agenda Having been aware of the importance of the UN Summit Conference to adopt the post-2015 Development Agenda scheduled to be held in New York late in the current month, September, we here present our apology for not being participated in the conference due to the severe conditions resulted from the war in Yemen, Aden in particular, however based on our keenness to deliver our voice as a concerned civil society organization implied in this letter that inevitably shows our ideas about the conference as being considered a vital chance to take significant decisions not only related to the development but also to the confirmation of referring all multiple human security-concerned issues as a global priority for accumulating attention to re-formulate the safe environment for the sustainable developmental processes, let alone researching and revising all influential threats and risks against it. With high-rate concern, we closely follow up the humanitarian conditions nationwide surrounded by atmosphere marked by violence that widely give primary importance to the humanitarian aid and relief operations more than the developmental process in order to meet the basic rights and needs and provide necessary services to the affected groups that need to be accorded an opportunity through your global conference. Also with that same level of concern, we certainly consider the prevalent acts of violence being sparked from the war in our country, Yemen, as a main reason to make the environment of security and peace absent because the danger of such circumstances involves working hard on development and its goals today more than ever what has been performed in the past period across which the development was first grown. Thus, the correlation between the above-mentioned facts with the thinking of creating a positive permanent change actually requires taking the reality into consideration along with the responsibility towards them. Based on all what have been mentioned before in the letter, we prompt that:(1) The summit throws big focus on the post-2015 Development Agenda through the current circumstances brought about against security and peace and the comprehension of the risks and threats found already such as terrorism and continued armed conflicts and their affects on weakening the chance of achieving the 8 developmental goals, especially in Yemen, to prevent its influence from going on in future after the year 2015. (2) The United Nations has to have access into dialogues through which the human rights could be led within the potential factors beyond the development complications after 2015. (3) Taking hold of the shown issues related to protection, and developmental interventions within frames of security and peace as they are clearly seen as critical issues to strengthen the government's liability and obligations at the level of international partnership. (8) The crisis of migrants and displaced persons today represents the utmost biggest threat to the human security, and any developmental process to come will widely center very much focus on the relief and humanitarian assistance-oriented operations aiming to protect the human's life as a replacement to the human building process.
